No 401K but could put $6,500 in a traditional IRA. Unless that 200k is over multiple years, she would not qualify for a Roth IRA. Starting as early as possible is a good idea.
Veering off-topic, but I'm always nervous about Roth IRAs. Essentially the current Congress is offloading the reduced tax revenue to future Congresses. Those folks in the future may not like that very much.
