Thanks for the post of the foul.  I didn’t think intentional but given the injury I think that played into the call

recently, there were many posts about the elbow to cam's breasts by murakatete.   despite the announcers' words on whether rice's blow was intentional or inadvertent, the women's rules define an intentional foul as excessive contact. the wording is misleading as it has little to do with intent.  imo rice's elbow was certainly excessive. 

there was an interesting example in last week's louisville-syracuse game. louisville had fouls to give and fouled intentionally, but not excessively, with 2 seconds left ahead by 1, to make syracuse take the ball out of bounds. but the ref called an intentional foul, giving syracuse 2 shots and the ball - and the win.  couch jeff walz complained, got a 20k fine and and a rules clarification from the NCAA that, henceforth, fouls committed near the end of a quarter in order to stop play are common fouls (as long as they don't involve excessive contact).
