Block assists are dealt with inconsistently. Formally, you are correct, that total blocks should be solo blocks + 1/2 * block assists, and certainly when we are talking about team stats, that is true, since it doesn't make sense for a two-person block to count twice. However,
the NCAA rules (http://fs.ncaa.org/Docs/stats/Stats_Manu...0print.pdf) state "The total number of individual blocks is the sum of block solos and block assists. Each counts one point. The total number of team blocks is the sum of block solos and half the number of block assists." You can see it in the ACC individual stats where, total blocks = solo blocks + block assists (see, for example, https://theacc.com/stats.aspx?path=wvball&year=2024).
So, for the match, Francis had 11 total blocks.
