The "DSAs" will not count toward the roster cap, but anyone not designated would count toward the roster cap.  Feels like next year and going forward, there will no longer be new DSAs, so in ~4-5 years, all DSAs will have graduated, and all recruiting classes combined will have to meet the roster cap requirements.

But basically, if you largely designate incoming freshmen as the DSAs then your roster cap can remain high for up to 5 years forward (as long as you don't exceed the roster limit by about 25%).  You may not want to due to roster balance (otherwise you have a cliff when your current freshmen graduate), but that is at least possible.
