Oregon might have proposed a program that appeals to Knight more than anything Stanford proposed. Supporting a "new" program can be even more effective than maintaining an existing one. Even if all other things are "equal", Stanford's overhead rate (54%) is higher than Oregon's (47.5%). One can argue the "bang for the buck" is actually better there than at Stanford.
