Brett Kavanaugh is ready to form tackle that proposal the minute it arrives on Capitol Hill.
The only things that might survive court challenges are a fixed eligibility clock (5 for 4) and APR (still college, right?) but good luck with the latter.
The only "solution" to what some perceive as this problem of easy free agency would be for schools to break off and form their on club league basically., leaving tons of money and donor goodwill on the table. I don't see that groundswell any time soon. Or college sports fully professionalizes, sets up fair competition rules, and schools can sponsor teams. It's already there without the fair competition rules.
