Notre Dame was on the bubble with an RPI of 30. USF has an RPI of 17, but they lost to JMU in their conference final. If Florida had beat Colorado, then Florida would have hosted and then USF would have bussed to Gainesville along with Jacksonville. But Colorado beats Florida, so in order to minimize flights Notre Dame busses to Evansville and USF is left out of the at large bids. No at larger team with an RPI of less than 21 has ever been left out of the tournament until this year.
