so looking at the Palo Alto police log it looks like the accident was ~6:13pm on July 14th, at (or near) the intersection of Hamilton and Alma. While cars can move briskly on ALma, not so much on Hamilton. I wonder if one car was turning right onto Alma and was hit my the second one, of course in that scenario I have a hard time seeing neither party getting a ticket. Breaking a nose, three ribs, getting a concussion, and forty stitches sounds like a pretty big impact if it was two cars, I wonder if he was on a bike.

given the lag between the event and the report appearance on the og it appears there was some sort of investigation as they say on the page
