Further, the article does mention that the discrepancy between the MEs and the state health department might be attributable to reporting delays as well as counting in-state vs out of state residents. Deaths of out of state residents aren't being counted by the state health department.

According to the article, the medical examiners list "probable cause of death," which is a lower standard of proof than "confirmed cases." The state probably only lists confirmed cases. This is what was going on in NY until they announced a large number of deaths that had been previously left out of the coronavirus death tally. The explanation was that they went back and included deaths where the death certificate listed coronavirus even though there were no test results.

This is Florida - home of the hanging chads.
My assumption will be that Florida is just not that organized. Tracking COVID deaths gets tricky as it shares some of the same symptoms as the flu, and testing across the USA has not been great.
I am confident in most states there have been hospital and nursing home COVID19 deaths assigned to other causes. I am also confident a lot of deaths will have happened outside of hospitals and nursing homes.
Maybe politics or business is in the mix too, but I think for most states the explanations will center on the overwhelming number of deaths and the limitations related to performing tests and getting test results back before patients died.
