While it applies mostly to ostentatious displays of wealth, it carries over to other aspects of life; someone who very publicly put people at risk by ignoring public health warnings would be slapped down. Doesn't mean everyone would follow the rules, but you wouldn't see the same sort of over-the-top displays.
