The AD cannot be involved in the establishment of an NIL program.  The most successful programs have been set up by a group of individuals who notify the AD of their intent.  Once that is done, monies are raised followed by the engagement of the players.  As long as there is an arm’s length between the AD and the NIL program, everything is legit.  Of course, some schools and NIL programs have alligator arms thus creating a rather murky separation of the two.
