I have no direct knowledge on what are the specific items that need to be either completed or corrected in order for either an occupancy permit or conditional occupancy permit to be issued. But this issue of securing a permit to occupy can be caused by failure of anyone of the contractor, construction manager (if there is one) the owner or the regulatory agency. According to the sfgate article there are a list of items that need to be completed. I would not be shocked if the list of items was something new and caught the contractor, construction manager or owner off guard.
But something a Stanford PM should have been on top of, si como no? AFAIK, <every> major Stanford project - & this is a $50M project - has a school/university-assigned PM.
