That doesn't seem to be the Big Ten rule.
I haven't found the text of the rule on the net, but there are several places where Big Ten officials discuss it. Here is one:

The rule seems to be that the number of players you can sign plus those eligible at the end of the previous year can't add up to more than 88 (three more than the 85 limit). There is no explicit limit on first year signees.
The article linked above explicitly discusses Illinois signing 30 in 2011, which the Big Ten Associate Commissioner describes as okay as several are counting towards the previous year.
