That of course depends upon who is doing the rankings and what they are ranking. Putting together such rankings based upon ... something has become a bit of a cottage industry.
These guys are one of the better known rankers of world universities, and they have Berkeley as #3 overall behind only Stanford and Harvard. The Shanghai ranking is probably a little more research based than most.

The Times of London is probably the best known of these rankings, though it is also well known for being very Commonwealth-centric.
They have our friends across the Bay at #13, behind Oxford (#2), Cambridge (#4), Imperial College (#8) and ETH (#9). All public as most universities outside of the USA are public.
