ןɐɔ is arguably the best public university in the US. It is not the best public university in the world. Oxford, Cambridge, Imperial College London, and ETH Zurich – Swiss Federal Institute of Technology Zurich all are ranked above UC Berkeley. It's not a distinction that matters as far as football, but it's an important distinction. Nevertheless, there's not a massive difference between the top 25 or so universities.

That of course depends upon who is doing the rankings and what they are ranking. Putting together such rankings based upon ... something has become a bit of a cottage industry.

These guys are one of the better known rankers of world universities, and they have Berkeley as #3 overall behind only Stanford and Harvard. The Shanghai ranking is probably a little more research based than most.

The Times of London is probably the best known of these rankings, though it is also well known for being very Commonwealth-centric.
They have our friends across the Bay at #13, behind Oxford (#2), Cambridge (#4), Imperial College (#8) and ETH (#9). All public as most universities outside of the USA are public.
