Was Colorado really a better offer? I guess they probably have more resources, but in football terms you'd have to think that ×ÉÉ was in a better spot. Sure, they were terrible that year, but had been decent recently and Goff was already committed, right? Colorado had nothing.
Colorado has a national championship in its recent past. The current athletes may not know much about it, but alums in their 40s and older certainly would recall that bit of tradition. So the right coach could tap into that championship legacy, raise funds, and have alums that remember the school wide effort it took to get to that level.
Colorado is pretty much THE top dog in most of the mountain states. UCB isn't even the top public football program in the state, and often loses recruits, even 3.0+ GPA types, to UW, UCLA, etc. etc.
I always thought McIntyre's ability to bring SJSU success was noteworthy. Therefore, I thought he was the better coaching option for any Pac-12 program. I guess, in the end, the fact that he is not at UCB proves he was/is a very good football coach.

From 1985 to 2007, Colorado went to 18 bowl games, missing only five seasons. In that same stretch, Cal went to 9 bowl games. In the last five years, however, Cal has gone to two bowl games and Colorado one. So from the PoV of athletes, they're probably close to the same. Colorado had zero talent when MacIntyre took over, they were so overmatched on the field. He's done a stunningly good job. But Cal would never have hired him because...well..you know...he was at San Jose State.
