What is the motivation and rationale for this?
Too many programs under (or way under) the 85-scholarship limit due to transfers out (primarily) without the ability to replenish and fully stock the roster.
Does this mean Stanford can or will take more than 85 and might be able to take fliers on some guys they might not offer scholarships to, particularly at the DL position?
85 remains the maximum but instead of being constrained by the 25 initial counter rule a team can bring in as many new players as they want to get to 85 or close to it.
