(2) Will Attract other great Position Coaches
(3) Will Excite the Fan Base
(4) Will Attract NIL investment
(5) Is a Proven Winner

This is all we need, tbh, though #3 will naturally follow if the rest of the qualities result in winning, as I would expect.  Winning generates excitement generates donations.

If I could add another requirement, it would be that the coach and staff hold themselves to a high behavioral standard.  No NCAA violations, no moral turpitude, no stupid things (h/t Casey Jacobsen).  Hold players to the same standard.
