Correct. As it is an organized effort by the home team’s school, I believe it should result in a technical foul. Why not just strobe the arena’s lights during an opponent’s free throw attempt?
Because the NCAA has rules against that, like the rules against the band playing during play (which doesn't stop singing or humming).
I have often credited the band with causing the opponent to miss a shot by their false countdown in the first half. Come to think of it, though, they haven't even tried that at the WBB games this year.
