Stanford (and most teams) have a player on offense and a player on defense with the same number.
That's perfectly fine, but causes a problem on special teams, as two players with the same number cannot be on the field at the same time. Brandon Simmons (also #2) plays on most special teams, so when Irwin goes in he needs a different number.
Happens quite often - you see guys with temp jerseys on special teams all the time.

The roster has so many players that 0-99 is not a sufficient amount of numbers to allow each player their own number ?

I don't remember where I saw this but I think the numbers in the 50's, 60's and 70's are not to be used for positions that normally touch the ball on offense, i.e. backfield and receivers. I believe it is supposed to help the officials detect when an ineligible receiver is downfield.
