Great basketball ref.
So non drafted players can sign on Monday and the Giants expect to go all out
Garibaldi was interesting for two reasons: first, his career minor league ERA (3.79) was more than his career major league ERA (3.08). Second, Bob didn't play below AAA in the minors. Played in eight full seasons (and parts of two others) for Tacoma, Phoenix and Hawaii (as Jim Bouton said in "Ball Four", if players wanted to stay on the Hawaii team and not get called up, they should be able to do so). Garibaldi was actually 96-81 in those eight seasons:

As for the Giants' draft...I believe I understand what Farhan was trying to do. I think he was looking for high floor rather than high ceiling players. He's got lots of old, expensive players on his roster (Posey, Belt, Crawford, Longoria, Samardzija, Cueto) . Samardzija comes off after this year, Longoria comes off after 2022, the rest come off after 2021. I believe Farhan drafted for players with high floors (six of their seven were college picks), with the idea that these (or other players in the system) will replace the six expensive players. And starting Monday, the Giants will be signing a ton of high school players who have the high ceilings, so to speak.
They can’t sign “a ton” of guys because each $20K paid out is taken from SF’s signing pool. They will be very judicious is signing undrafted players regardless of whether they are HS, JC or college guys.

"After this year’s five-round draft is complete, teams will have a few days to regroup before a signing period begins in which clubs will be permitted to sign undrafted amateur players for up to $20,000. There is no limit on the amount of players each team can add, but Holmes said if the Giants feel there’s an opportunity to fill up the farm system with quality prospects, the team won’t let a budget get in the way.
“We’re preparing for our seven picks, but we’re also preparing for where we’re in a position to be active in the passed over market because we see this is a great opportunity to put talent in the system and we think it’s going to be a really good pool of players,” Holmes said.
