on Jones, he signed as a baseball player and was a walk-on football player. by rule, once he plays football, he converts to a scholarship football player.

Yes, if Jones is on scholarship in baseball, then he counts against that football scholarship limit. But that's true only if he's on an athletic scholarship for baseball. If he's not on athletic scholarship (e.g. if his family is paying for everything), he wouldn't count against the scholarship limit. Do we know whether Jones is on athletic scholarship?
