Would you tell a 17-year-old transgender male who has been on estrogen blockers since age 12 and on testosterone since age 15, who has facial hair and other secondary male characteristics that he has to play the sport of his sex assigned at birth?

First of all, if a biological girl transitions to a boy and takes testosterone, I don't think they could compete because of the rules against steroid use. If that was not an impediment, if he wants to play competitive sports, yes. Absolutely, athletes should compete against opponents of their biological sex.
