I think a lot of the problem is (unspoken) disagreement about what poll voters are voting on. Is it:
1. body of work so far;
2. the prospect of winning TODAY (essentially, ELO); or
3. where you think a team will end the year in March/April?

I think a lot of disagreement can be explained by this. 

I don't think it's crazy to vote UConn #2 if you're assuming Bueckers and Fudd will be back, good as new, by March Madness. 
But objectively they do not have the second best body of work in the country.
And, subjectively, I am not even sure they're a top 10 team right now. (That was truer a few weeks ago when they were still adjusting and Ducharme hadn't come on strong like she has in recent games).

Boneyard fans have a fan poll that they run that I voted in sometimes, and I always vote based on who I think would win TODAY, with the actual players who are suiting up right now. But I know others do it based on body of work or where they think they'll finish in March/April. Unless there's a clear voting rule, I just think it's inevitably going to be noisy.
