That isn't the problem. Ukraine already has an order with Turkey that predates the war that (as far as is publicly known) has outstanding deliveries to be made. The problem is that the manufacturer can't make them any faster (as I understand it). With the IC shortage being what it is, it would surprise me. For example, go try and buy a Raspberry Pi right now.
