I think in those scenarios, NATO would probably destroy whatever site or plane launched the missiles, if any make it through NATO missile defenses that is. I don't think NATO would heed any threat like that.
Putin's big card to play is a tactical nuke in Ukraine. I think it's pretty darn unlikely because the downsides for him are too great. Russia would become a true pariah state in that scenario.
