Finland and Sweden aren't going to do it unless there is real evidence, which Turkey usually doesn't have. Not sure how NATO can get around this one. Hopefully there is a way, like agreeing to "bi-lateral talks" to resolve the extradition issues. At this point, I wouldn't assume this problem can be solved.
