Ukraine recently stated they are outnumbered 7 to 1 in some areas of the Donbas. I don't know how to square that with your math, which suggests that the Ukrainians might outnumber the Russians. I know Ukraine has soldiers elsewhere because it has to defend the whole country, but you wouldn't expect to see only 1/7 of Ukraine's army in the only area of the country where Russia is attacking aggressively.
