I think the most likely explanation is a combination of lack of consensus among the decision makers and changing circumstances strengthening one or another faction’s arguments over time.

based on the number of HIMARS Ukraine has now, they will go through about 5800 missiles; annual production is about 9000.  Also if we give more launchers to Ukraine, they will have to come from somewhere.  I’m guessing that every unit is thinking NMH (not MY HIMARS).
