It’s my fault for reading the tweet but not the underlying document.  I was trying to reconcile the quote that missiles were getting through and hitting nothing with the claim that Ukraine was shooting 80% down, but dabigv helpfully explained that the piece by RUSI report was referring to the early parts of the war, while the Economist piece (likely by Joshi) was referring to the most recent timepoint.  There is no need to reconcile, but I appreciate your patience.
