They’re just going to land some transports in Gotland, and set up some S-400’s and then the Baltics are Russian.

I believe the term is “high on his own supply,” though looking at the commentator, I’m thinking he knows he’s spouting BS and is doing his damnedest to say it with a straight face. At times, you can see the smirk creeping in.
