This seems like it could have a lot of benefit. A big chunk of planes (41) all upgraded to the same standard would simplify maintainence and support. Reportedly the F18 is better at operating on worse runways and has a lighter/more portable logistic tail for distributed operations. These were upgraded to F18C standard so I suspect better radar then on any F16s they are likely to receive. 

The main downside I suspect is less training infrastructure then the F16 due to fewer operators.
