I don't think ether guy wanted to go after Putin. I think they both had it in for Shoigu and Gerasimov.  They maybe thought Putin would capitulate to their demands to remove them, but Putin saw the move as undermining his authority, the only thing he really cares about.

It does seem Shoigu and Gerasimov are incompetent, but their loyalty to Putin outranks their incompetence. This is good for Ukraine.
