Those roadblocks presumably include the fact that Stanford and Cal are about as far from the "Atlantic" as one can get within the contiguous United States...

A significant roadblock which is more or less related to the geographic issue is that 12 votes are required to vote in Staford and Cal. Without a financial boost from the move, it is easy to imagine there would be more than 3 holdouts.
