If you are in favor of joining the ACC, it might be a little encouraging they decided not to vote. If they voted the expansion would fail and that would be the end of it. It's possible the four schools against the expansion see an opportunity to leverage as much as they can get out of it to agree for expansion. Or they could be dead set against it because there isn't any revenue increase for them.
