I can see this happening, except that a new college league will be somewhere around 32 teams like the NFL.
Now that TV money has been shown to be driving the bus, when ESPN & FOX offer the big schools an extra $20-30 million per year to leave the small schools behind, the presidents won't say no.
The question is whether the NFL will get involved since 1) they'll want a piece of the pie, and 2) it's in their interest to have more players to draft from.
