In other words, NC State would like to flip but they are too gutless to do so without the approval of Big Brother.

I was watching an interview with Pete Thamel on the ACC Network a few minutes ago.  He said the four no-vote schools are in continuing communication.  Thamel doubts there will be a flip by only one school.  He believes the final vote will either be the four no-votes maintaining their position or all 15 members vote yes.
