It doesn't require the President to actually do or say anything along those lines. It is just inherent. While the NCA is a bit bigger than just the President, I think it is the same situation. When there are conflicting opinions, the NCA chooses the one it wants. After a while, there are no conflicting opinions. No hammering needed. The nails give up beating themselves against the wall :-).
