With no sanctions and western support, it wouldn't surprise me to see Ukrainian domestic long range strike production exceed that of the Russias within a few years.
For now Ukraine is (appropriately) focusing their long range strikes on military targets. In a frozen conflict I expect that focus would shift to Russias economy. Oil production, shipping, etc. To bring an end to the war, in addition to securing its borders, Ukraine needs to show it can make a frozen conflict more expensive for Russia then vice versa.
