ATACMS is being replaced soon so maybe the US will be more willing to spare longer range ATACMS then. But that is probably a year or two away.
Does Ukraine or an ally nearby have the capacity to manufacture the ATACMS it wants in a joint-venture with Lockheed Martin and another possible manufacturer? I have no idea what missile making companies might exist in Europe or to what degree DoD would be OK with this kind of thing. It would solve the U.S. not wanting to deplete its own supply if Ukraine or an ally of Ukraine can make its own.
