The guns are equipped with tracking radars, TV and infrared cameras, and laser range finders, hitting targets up to about 2.5 miles away.

In other words it is a less mobile and and vastly more complex version of a Gepard, possibly with shorter range. It is clear the concept of operation is to surround an important target with many of these gun systems and have them all controlled by a central radar system. It is a very expensive point defense system. I believe they are going to Ukraine because nobody else wants them.
