Sure, why not?  More credible threats are more likely to produce action, so actually filing the discharge petition is more likely to result in passage of an aid package both in the near term and in the medium term. But I hope and expect that waiting for the medium term won’t be necessary. Delaying this aid would be monumentally dumb.
