Exactly the case! This is another step in the  "plan" to isolate Crimea. FWIW Ukraine has "guaranteed" that they will put the Kerch bridge in the water in 2024. Obviously no way to know how real that statement is, but if it happens the lack of ability to make up the supply shortfall will be even bigger.
