Relevant to the current Russian situation. It also notes that apparently Putin did dismiss western intelligence reports about pending terrorist attacks as "provocations". Some things are, unfortunately, predictable.

Sure, the reports were publicly dismissed, but were they dismissed in actuality?  Would we (the public) know if Russia was working hard behind the scenes investigating based on the American reports?  True, Russia didn't shut down all public events, but that's rarely been done in the US.

Sure, the reports were publicly dismissed, but were they dismissed in actuality?  Would we (the public) know if Russia was working hard behind the scenes investigating based on the American reports?  True, Russia didn't shut down all public events, but that's rarely been done in the US.
