81 has it mostly correct. The issue is that the Aryan Brotherhood never totally left and has been joined by many others over the years. I chose not to move to Spokane (a wonderful city I have visited on many occasions) for work in the late 1990s due to the known White Nationalist groups in Sand Point, ID. It's too bad because Northern Idaho is a wonderful place for camping, hiking, and rafting.
