I guess those C-17s are waiting to clear customs. Seriously, once again, we fail to move at the speed of war. It kills people. Lots of things in war are "difficult" and in many cases you can't move as fast as you want to. I fully appreciate that. This case definitely should not be one of them. We control the material and we control the transport. How that is done is completely on us, and we have failed to meet the high standard that we expect of our military. If the aid was in Ukraine and was not being distributed effectively, that would be "bad" but to some degree not in our control. It appears that is not the problem however.
