I still maintain that it is absurd to discuss a week of post-approval delay at this level of depth while intentionally ignoring the 6-month delay in approving the requested aid.  I am not interested in blaming anyone in particular for that 6-month delay.  I just hope the U.S. can learn from that mistake, and negotiate any subsequent aid packages well in advance.  Even if there are differences of opinion as to what decision the U.S. should make about future aid packages, I do not see much of a case favoring procrastination in working through the decision.
