More clarification on the "reorganization". If I were Shoigu I would stay away from upper floors and windows. His departure will not in any way change who is "running" the Russian military. Unfortunately it does allow a lot of "baggage" to be dumped on him, thereby validating the assertion that all the problems of the past are "fixed" and the way ahead is clear. This will certainly improve Russian civilian and military morale at least in the short term. Of course, Russians are very used to being lied to, so they will likely de-rate these claims.
