Hmmm.... The BBC indicates it is the UK that is not allowing the Storm Shadows to be used to target Russian territory.  Now, maybe the US & UK discuss this, and some suspected US opinion may have a large impact on the decision, but it seems to be the UK is the one expressing the restriction.
