Russia is once again resorting to "brute force" rather than technology. Russia is known to have both ships and underwater craft designed to destroy seabed cables specifically in a "deniable" fashion. They can of course also destroy seabed pipelines but that isn't their "specialty". So far, these assets haven't been used. Normal commercial ships have been. Hopefully the Nordic countries and Poland will react by escorting each and every commercial ship of any size that will/has called in a Russian port and/or is a suspected part of the shadow fleet. If they so much as twitch, board and impound them. They are not registered in Russia so Russia has no standing to complain about such enforcement.
