 I see no rule that prohibits requesting timeouts when you know they can't be granted.  

well, there's always chris webber calling time out in the national championship game when michigan had no time outs left. but maybe that's a different kind of knowing they can't be granted.

At least in today's WBB, there would be a timeout granted, and a technical foul shot and possession given to the other team for an excessive timeout.  It is hard to imagine when it could be worth it, but that is in the rules.
